How to find it
Jerrin at the Akkala Ancient Tech Lab mentions the shrine on the lake and starts The Skull’s Eye. You do not need the quest to visit the shrine. Skull Lake lies north-east of Death Mountain.
Solution
Reach the pillar
Glide to the pillar from the highest point you can find, then climb the last stretch by hand. Wait for dry weather, as wet rock is harder to climb.
Enter the shrine
Open the chest for the Flameblade, then speak to the monk Zuna Kai for the Spirit Orb.
