There are 22 in total, nine in Hyrule and thirteen in Lorule. Walk up to each one so it is activated, because you can only fly to vanes you have already found.

Saving and fast travel
Saving at a vane
Step up to a Weather Vane to save. The first time you reach one, a message tells you a new weather vane has been added to the map. After you collect a new Heart Container the vanes flutter and chirp when you are near, until you have saved.

Irene’s Bell
Irene is a young witch on a broom. She gives you the Bell on the Lake Hylia shore, and from then on ringing it summons her to fly you to any vane you have activated. It works anywhere outside a dungeon. The Bell drops you at a vane, so pick the vane nearest your goal and walk from there.
