How to find it
Kass plays his accordion around Calora Lake. Speak to him to start A Song of Storms. The mound you need is a pile of rocks shaped like the shrine, on a hill just south of the lake.
Solution
Listen to the song
Talk to Kass and hear his song to begin A Song of Storms.
Draw the lightning
Lightning only hits the mound during a thunderstorm and it is drawn to metal. Stand on the mound with a metal weapon out, or safer, drop a metal weapon or shield on it and glide away before the bolt falls.
Collect the reward
When the mound shatters, walk in, open the chest for the Rubber Tights and speak to the monk Qukah Nata for the Spirit Orb.
