Solution
Speak to Perosa
Talk to Perosa at Highland Stable. She complains about the mounted bandits wrecking the area around the stable.
Hunt the riders
A group of mounted Bokoblins roams just outside the stable, with more spread across the surrounding plains. Arrows are the safest way to knock them off, and fighting from your own horse makes catching them easy. Some may already have been cleared by earlier fights.
Report back
Once the whole gang is down, return to Perosa for an Endura Carrot, an ingredient that adds extra stamina when cooked and that horses love.
