Chief Kushara keeps slipping away from Sea Zora Village, and her assistant Rogma is convinced she’s done something wrong. This is a detective errand with no fights or puzzles: follow a chain of River Zora witnesses from Chief Dradd’s hut to Tellum on Zora River, who points you to a cave in Zora Cove where the two chiefs are meeting in secret. The pay-off is the Gold Brooch, one of the best rupee accessories in the game.

How to Start
Swim out of Sea Zora Village into Zora Cove. On a small round grassy islet just off the fish-tail statue island, Rogma is pacing with “It must be me…” over her head. Climb up and talk to her: “Has Chief Kushara been avoiding me?… I must have done something wrong. She must think me an unreliable assistant!” Kushara has been leaving the village often since the rift troubles ended, and Rogma has learned she’s been consulting Chief Dradd on some matter. “Can I trouble you to ask Chief Dradd about this mysterious matter?” The Secret Chief Talks banner appears.
Walkthrough
Step 1: Visit Chief Dradd’s hut
Warp to River Zora Village and go into Chief Dradd’s big red-and-gold hut, flanked by two torches. Dradd isn’t home. His new assistant Inawa is sulking inside (“Ohhh, Boss…”): she’s been his assistant for a few weeks and they were together all the time, but now he’s avoiding her and whispering with Kushara. Ask where the boss is and she doesn’t know: “Ask the other River Zora in the village. He’s been talking to some of THEM.” The log shows Quest Updated.
Step 2: Ask the villagers about Tellum
Talk to the River Zora wading in the reeds right outside Dradd’s hut. Dradd got a letter on fancy paper and ran off in a hurry; this Zora saw him talking to Tellum, but doesn’t know where Tellum went either. Next, cross the village to the River Zora standing by a smaller hut near the waterfall (“The boss is doing too much…”). He gives you the lead: “Tellum went fishing east of the village. But I bet he’s slacking somewhere in a corner.”
Step 3: Find Tellum on Zora River
Head east out of the village onto Zora River. Tellum is tucked against a leafy hedge on a strip of grass, next to a wicker fishing basket. Walk up to him and he jumps: “GAH! FOUND ME!”, then “I’m not slacking! I swear! I was about to start fishing!” He doesn’t know for sure where the boss went, but Dradd mentioned Chief Kushara: “maybe he’s gone to the cave in Zora Cove.” The chiefs played there as kids, though monsters live in it now. The quest log updates and marks the cave in Zora Cove.
Step 4: Swim to the cave in Zora Cove
Warp back to the Zora Cove Waypoint Stone beside the fish-tail statue and swim east across the cove to a large rocky island with a dark cave mouth set into its cliff. Climb out and go inside. Rogma and Inawa are already standing on the dirt ledge just inside: “Ah, Miss Zelda! I’m sorry that I left my post.” Rogma spotted Chief Kushara and followed her here, then Inawa found her; Dradd has been avoiding Inawa too, “We’re in the same boat, it seems.”
Step 5: Confront the chiefs
Walk further into the cave to find Kushara and Dradd together. When the assistants follow you in, Inawa demands: “Boss! What’s the big idea, avoiding me?! Having secret meetings with Kushara?!” The truth comes out: “The two of US want to thank the two of YOU.” Their assistants were put in harm’s way during the crisis, so the chiefs met alone to plan a personal thank-you. Everyone makes up, and Tri remarks that everyone’s getting along fine now.
Reward
When the scene ends, Rogma stays behind with you: “Thank you, Lady Zelda. Please, accept this brooch.” “You got a gold brooch!” The text explains: “Wear this exceptional jewelry to make rupees appear more often when you break objects or defeat monsters.” The Side Quest Complete banner appears as you walk toward the cave’s exit. In the Equipment menu the Gold Brooch is listed as Rupee Appearance Up +, the stronger partner of the Silver Brooch.
Tips
- Equip the Gold Brooch whenever you’re farming rupees: it raises rupee drops from every object you break and every monster you defeat.
- Tellum warns that monsters live in the cave now, but you won’t meet any on the way to the chiefs: Rogma and Inawa are on the ledge just inside, and the chiefs are a few steps further in.
- Rogma’s islet is a short swim from the collector in Precious Treasure, so you can start both on the same visit.
