Walkthrough
Find the slate piece
Talk to Jiahto at Toto Lake. The missing piece of the slate is lying on the rocks just outside the cave he is digging in, to his right. It is coated in sludge, so you cannot slot it in yet. It glows orange when you activate Ultrahand, which makes it easy to spot. You can glide to Toto Lake, or reach it from behind Ihen-a Shrine.

Wash it and fit it into the wall
Splash Fruit grow on the trees around the lake. Equip one, drop or throw it at the sludge on the piece, and the water washes it clean. Any other water source or a water weapon works as well. Then use Ultrahand to move the piece to the wall to the left of Jiahto and set it into the gap in the stone tablet. The quest ends the moment the piece is placed.

Read the riddle
Jiahto reads the full slate aloud: stand upon the land of the sky fish, and shoot an arrow with the mark of the king through the droplet among the floating rocks. The mark of the king points you to King Dorephan, which starts Clues to the Sky.
