How to find it
Jirutagumac Shrine is at map coordinates 2915, 534 (height about 950 to 964), inside a huge rotating orb a little west of Wellspring Island. Launch from Upland Zorana Skyview Tower, glide toward the orb and drop through its opening once the hole rotates to the top. The entrance keeps turning with the orb; you can stop it by switching off the Fan spinning at its center. A Shrine Sensor will show the shrine as you approach.
Solution
Ride a Wing along the first rail
The left platform has Carts and the right platform has a Fan. Take a Wing from the edge of the left platform and use Ultrahand to set it on the rail so it glides to the next platform. The first slope will not carry a Wing anywhere near the end of the shrine on its own, so do not fly from here.
Coast down on a Cart
On the new platform, Carts appear periodically on the grey pads and roll down the ramp; they respawn if you lose one. Carry a Wing up the ramp and attach it on top of a Cart, then set the Wing and Cart on the downward ramp. It rolls off and glides to the lower platform.
Add a Fan and fly to the exit
On the lower floor, pick up the nearby Fan and attach it to the back of the Wing, facing so the wind pushes the glider toward the exit. Line the Wing up on the runway in the center, stand on it and activate the Fan to take off. You can hop off near the end and glide the rest of the way. The chest on the higher platform holds a Large Zonaite: before taking off, set a Wing in the gap below the chest as a bridge, then use Ascend through the platform to reach it.
Claim the Light of Blessing
Land in front of the Rauru statue and take the Light of Blessing from the terminal.
