How to find it
Otutsum Shrine is at map coordinates -4469, -671 (height 523), on the northern side of the Risoka Snowfield, near the Statue of the Eighth Heroine. Launch from the Gerudo Highlands Skyview Tower and glide northwest; the shrine sits in the open on the snowy plains, so it is easy to spot. Bring Level 2 cold resistance (clothing or food) for the snowy highlands.
Solution
Open the chest for a Topaz
Walk up the stairs to the shrine platform and open the chest next to the staircase for a Topaz.
Take the Light of Blessing
Climb the stairs and examine the terminal to receive a Light of Blessing.
The Lightroot below
Directly under this shrine, in the Depths, is the Mustuto Lightroot. Light it from below to reveal that part of the Depths map.
