How to find it
Riogok Shrine is at map coordinates -1441, -1616 (height 102), near Digdogg Suspension Bridge, on a hill west of Hopper Pond in the far southwest of Hyrule Field. Glide southwest from the Hyrule Field Skyview Tower, or ride a Hover Stone with a rocket across the river and glide the rest of the way.
Solution
Enter the shrine and jam the gears
Walk into the shrine from the plateau. The gears in the first room have a gap that stops them turning; lift a log or pole with Ultrahand and wedge it between the gears, then strike the switch statue on the right so the gears turn and the gate opens.
Open the chest on the high ledge
In the next room, the chest sits high in the far right corner. Pick up a fallen pole with Ultrahand and attach it to the chest: the added weight pulls it down to the floor. The chest holds a Mighty Construct Bow (Strong or Mighty, depending on your progress).
Raise the panels
Use a pole on the lever beside the closed gate to flip it if the panels will not move. Lift a rail panel with Ultrahand as high as it goes and let it fall. Recall the panel at its highest point and Ascend to the top, then repeat with the smaller panel to reach the exit.
Climb out and take the Light of Blessing
Ascend through the ceiling on top of the panel and step through to the altar room. Touch the seal for the Light of Blessing.
The Lightroot below
Directly under this shrine, in the Depths, is the Kogoir Lightroot. Light it from below to reveal that part of the Depths map.
