How to find it
The shrine stands on one of the larger islands at the northeast end of the East Hebra Sky Archipelago, at map coordinates -1802, 3406 (height 962); the entrance is on the northwestern edge of the cross-shaped island. Launch yourself up from Pikida Stonegrove Skyview Tower and glide northeast, past some Aerocudas. With at least 1.8 stamina wheels you can make it in one glide; otherwise land on a nearer island, or attach Rockets and Fans to the floating square platforms (usually guarded by Soldier Constructs) to cross the gaps.
Solution
Fetch the crystal and carry it back
Examine the runes at the shrine entrance to start The East Hebra Sky Crystal; a beam points to the crystal. Drop to the lower island to the northeast and use the floating platform there, with its Balloons and Flame Emitters, to rise to the back of the next, larger island to the north, where an opening leads into a cave behind vines. Cut the vines (Fire Fruit also works) to reach the green crystal and the Zonai device blocking it. Attach the crystal and the device to a floating platform together with a Fan, a Steering Stick and a Battery, ride it out of the cave and fly it to the shrine, or detach the crystal and drop it in front of the entrance. Tip: switch fans off when you near an island so their batteries recharge. The entrance opens when the crystal arrives.
Open the chest
Open the chest in the middle of the circular hall for a Topaz.
Take the Light of Blessing
Climb the stairs and examine the green seal on the terminal to receive the Light of Blessing.
