In the Southern Mine on Death Mountain, complete the Fireproof Lizard Roundup side quest for the armor.
Buy in Goron City
Goron City‘s armor shop sells the helm and the boots, and the armor too if you skip the quest reward. Pay the Rupees listed above.

Upgrade materials (every piece)
Upgrades are done at a Great Fairy fountain. The fairies charge 100, 500, 1,000 and 10,000 Rupees in the order you awaken them, and each one you awaken raises the highest star level available by one. Each piece must be upgraded one star at a time, and the set bonus switches on once every worn piece has reached two stars.

- Flame Guard on each piece protects you from the heat around Death Mountain.
- Fireproof, from the full set at two stars or more, prevents you from catching fire.
