Nobiro watches the sandstorm from a lookout post at Kara Kara Bazaar and tells you a treasure can be found there when the storm dies down. The treasure is the Dako Tah Shrine, which lies north of the bazaar in the Great Cliffs and can be reached for a few hours each night; finding it completes the quest.
Finding the shrine
Talk to Nobiro
Speak to Nobiro on the lookout post at the edge of the bazaar. He explains that the storm clears for a few hours each night and that a treasure can be found in it.
Head north at night
Wait until night (the storm is clear between about 9 PM and 4 AM), then head north from the bazaar into the Great Cliffs, where the sandstorm has cleared. Find the Dako Tah Shrine in the far north of the area and activate it for a Spirit Orb.
