How to find it
In the daytime, speak to Geggle at Tabantha Bridge Stable, who looks straight at the cliffside with the pedestal on it. You can skip this and just look east of Gerudo Summit for the carving of four lightning bolts around a pedestal.
Solution
Reach the carving
Glide close enough to the cliff to see the electric symbols around the pedestal.
Shoot the pedestal
Hit the center of the pedestal with a shock arrow. The shrine rises from the ground.
Collect the reward
Collect the Diamond from the chest inside and speak to the monk Keeha Yoog for the Spirit Orb.
