Solution
Talk to Hoz
Speak to the guard Hoz at East Akkala Stable. He tells you about a suspicious figure at Skull Lake, to the north-west, and asks for a close-up picture.
Wait at Skull Lake
Glide down to the lake, whose outline looks like a skull, and wait until night. Kilton arrives on the lake’s left eye in a purple balloon. If you have not yet spoken to him, do not talk to him yet, or he leaves. Zuna Kai Shrine stands on the right eye, and you can pick it up while waiting.
Take the photo
Raise the Sheikah Slate camera and frame Kilton until the red exclamation mark appears, which means he is recognised. Facing away is fine, but take a few shots to be safe.
Show it to Hoz
Return to East Akkala Stable and show Hoz the photo to receive a Silver Rupee.
