How to find it

Jochi-ihiga Shrine is at map coordinates 3810, 1219 (height 104), near Akkala Falls, on an island in the lake south of Tarrey Town.

Solution

Float the crystal to the shrine island

Rock for Sale begins at Hagie’s railcar station on the town’s cliff edge. Hagie first asks 100 rupees: decline his offers until the conversation ends, talk to him again and his wife Ruli pushes him to sell for 50. Buy the crystal for 50 rupees (plus a one-time 20-rupee railcar fee), ride south to the Hudson Construction Site, take it off the railcar, then follow its light beam across the lake. You cannot fast travel while carrying it, so build a boat with Ultrahand (a plank or float, a fan and a steering stick) and push straight at the shrine’s island. Set the crystal on the pad in front of the shrine to open the door.

Open the chest and take the Light of Blessing

Inside there is no puzzle: open the chest for a Diamond, climb the stairs and take the Light of Blessing from the terminal at the end.

The Lightroot below

Directly under this shrine, in the Depths, is the Agihi-ihcoj Lightroot at (3811, 1219, -557). Light it from below to reveal that part of the Depths map.
