How to find it
The shrine is in the far north of the Hebra Mountains, at map coordinates -2559, 3353 (height 258), along the northern side of Hebra East Summit. Launch from Pikida Stonegrove Skyview Tower and glide northwest over the mountains; it is near the west entrance of Pikida Stonegrove Northwest Cave, which you can also walk through (an Ice Like, Horriblins and Bokoblins wait inside). The area is very cold, so bring cold-resistant food or clothing, and fire-fused weapons, Fire Fruit arrows or a Flame Emitter for the Frost Talus.
Solution
Take the crystal off the Frost Talus
Interact with the runes at the shrine entrance to begin the shrine quest The North Hebra Mountains Crystal; a beam of light now leads to the crystal, which is embedded in a dormant Frost Talus that wakes when you get close. Fire is the key: shoot the Talus with a Fire Fruit arrow, or hit it with a fire-fused weapon or Flame Emitter shield, to melt the snow and ice off its body. This gives you a short window to climb on. Once you are on top, strike the crystal; you get about four hits before it tries to shake you off, and if you stop at four you can glide away without taking damage. Repeat the melt-and-climb cycle until the Talus collapses. Beware its thrown arm, which hits hard. Carry the crystal back to the shrine with Ultrahand; the entrance opens and the quest completes.
Open the chest
In the circular hall beyond the entrance, open the chest in the middle of the floor for a Sapphire.
Take the Light of Blessing
Climb the long stairway to the terminal and examine the green seal to receive the Light of Blessing.

Directly under this shrine, in the Depths, is the Narusis Lightroot. Light it from below to reveal that part of the Depths map.
