Kass sings that the shrine appears only under a red moon to someone with nothing on. Wait for a Blood Moon, strip all equipment and clothing, and stand on the pedestal. Mijah Rokee Shrine rises from the ground.
Starting the quest
Reach Kass
Kass has a hut atop the tallest mushroom-shaped pillar in Hyrule Ridge. From Mogg Latan Shrine on Satori Mountain, climb to the top and glide west to it; with two stamina upgrades you make it easily. Otherwise climb the shorter pillars, ideally in Climbing Gear and with stamina food, and avoid rain.
The Blood Moon
Wait for the night
Rest at a campfire until a Blood Moon rises, or carry on with other quests and return when you see one. The moon ends shortly after midnight, so if it appears at 9 PM you have under three minutes to reach the pedestal.
Strip down
Unequip every weapon, shield, bow and piece of armor. Stand on the pedestal with nothing on during the Blood Moon and the shrine appears.
