The Zora Set makes swimming faster and, worn as a full set, makes swim dashes cheaper in stamina. The helm sits in a chest on the bed of Toto Lake, the armor is a gift from King Dorephan in Zora’s Domain, and the greaves come from the Lynel Safari side quest.

Zora Helm
Dive into Toto Lake, the lake above Zora’s Domain, and swim down to the underwater treasure chest. The Zora Helm is inside.
Zora Armor
Reach Zora’s Domain and speak to King Dorephan during the main story there. He presents the armor to you as a gift.
Zora Greaves
Complete the Lynel Safari side quest. The greaves are the reward for finishing it.

In total, one piece uses 3 Lizalfos Horns, 5 Lizalfos Talons, 15 Lizalfos Tails, 5 Hyrule Bass, 5 Hearty Bass and 15 Opal, and the whole set needs three times that.
Great Fairy upgrade costs
Upgrading is done at a Great Fairy Fountain, one star at a time, for each piece separately. Awakening the four Great Fairies costs 100, 500, 1,000 and 10,000 Rupees in the order you wake them, and each one raises the highest star level you can buy by one. Once a Fairy is awake, any of them can upgrade up to the star level you have unlocked.
Set bonus
All three pieces worn together, each upgraded at least twice, give Swim Dash Stamina Up, which lets you dash through the water for longer before your stamina gauge drains. The Zora Armor also lets you climb waterfalls, so it is worth wearing that piece in watery areas.
