Solution
Ask Riju
After Vah Naboris is calmed, speak to Riju in the largest building in Gerudo Town and ask for the helm. She tells you to help the people of the town first.
Complete the town’s quests
Do the town quests: The Search for Barta (Liana), Medicinal Molduga (Malena), The Mystery Polluter and Tools of the Trade. Sources disagree on whether The Secret Club’s Secret is also required, so do it as well to be safe.
Return for the helm
Go back to Riju and she hands you the Thunder Helm.
